ABSTRACT:
आधुनिक लोकतांत्रिक राज्यों का प्रमुख उद्देश्य केवल प्रशासनिक व्यवस्था बनाए रखना नहीं, बल्कि नागरिकों के समग्र विकास को सुनिश्चित करना भी है। इसी उद्देश्य की पूर्ति हेतु लोक कल्याण एवं सामाजिक सुधार कार्यक्रमों का विकास हुआ है। भारत में स्वतंत्रता प्राप्ति के पश्चात् विभिन्न कल्याणकारी योजनाओं तथा सामाजिक सुधार कार्यक्रमों के माध्यम से गरीबी उन्मूलन, शिक्षा विस्तार, स्वास्थ्य संवर्धन, महिला सशक्तिकरण, सामाजिक सुरक्षा तथा सामाजिक न्याय को बढ़ावा देने का प्रयास किया गया है। प्रस्तुत शोध-पत्र का उद्देश्य लोक कल्याण एवं सामाजिक सुधार कार्यक्रमों का समाजशास्त्रीय विश्लेषण करना है तथा यह समझना है कि ये कार्यक्रम सामाजिक परिवर्तन, सामाजिक समावेशन तथा सामाजिक न्याय की प्रक्रिया में किस प्रकार योगदान करते हैं। अध्ययन में संरचनात्मक-कार्यात्मकवाद, संघर्ष सिद्धान्त तथा सामाजिक न्याय के दृष्टिकोण को सैद्धान्तिक आधार बनाया गया है। निष्कर्षतः यह पाया गया कि लोक कल्याणकारी कार्यक्रमों ने समाज के वंचित वर्गों को मुख्यधारा से जोड़ने, सामाजिक असमानताओं को कम करने तथा समावेशी विकास को प्रोत्साहित करने में महत्वपूर्ण भूमिका निभाई है, यद्यपि इनके प्रभावी क्रियान्वयन में अनेक चुनौतियाँ अभी भी विद्यमान हैं।
